Government have encouraged the use of alternative methods
of workplace dispute resolution throughout the Executive
Branch.

Principles of Conflict of Resolution
The Department of Navy, Office of the General Counsel, have
distilled nine principles of conflict resolution and posted
them online. The late Jim Boskey thought highly of them.

5. News from Southern Africa:

Zimbabwe's New Challenges.
The outcome announced yesterday, where Zanu-PF
scraped through in the popular vote by only 62 votes
against 58 for the combined opposition led by Morgan
Tsvangirai, must be a lesson for especially President
Robert Mugabe that Zimbabweans want change.
Twenty years in office, coupled with massive
intimidation by his supporters, has failed to allow him
to hold sway. Mugabe styled his entire campaign as
a defense of the gains of the revolution. The poll
should be seen not as a rejection of the liberation war
and its victories, but of his failure to manage Zimbabwe
in a way that benefits the people. The election results
however also show that the voting itself was free, even
if the campaign was definitely unfair. All praise should
go to Zimbabweans themselves, who confounded the
doomsayers by voting peacefully.

6. Quotes from Federal Employees!

Abraham Lincoln
"Discourage litigation. Persuade your neighbors to
compromise whenever you can. Point out to them how
the nominal winner is often a real loser -- in fees,
expenses, and waste of time."

Justice Sandra Day O'Connor
"The courts of this country should not be the places
where resolution of disputes begins. They should be
the places where the disputes end after alternative
methods of resolving disputes have been
considered and tried."

7. New Surveys on Email and the Internet

Email Behavior in the Workplace
Of all the technological advancements made in the past
fifteen years, electronic mail, or e-mail, has made one of
the greatest impacts on the workplace. In May 2000,
Vault.com surveyed over 1,000 employees to determine
how e-mail affects productivity, communication,
and quality of life at work.

Internet Use in the Workplace
Employers are uncertain how to respond to their employees'
Web savvy. Some employers view Web surfing as the great
"unseen scourge" that distracts employees and saps
productivity, while others are less threatened by their
employees' access to the Web. In September 1999,
Vault.com surveyed 1,244 employees and 1,438 employers
to determine how Web surfing and e-mail use affects
productivity and quality of life at work.
